Landlords should ensure that the electrical installation (fixed wiring, e.t.c) is safe to use. The Landlord and Tenant Act 1985 and House in Multiple Occupation (HMO) regulations ( from April 2006) requires landlords to ensure the electrical installation is safe when the tenancy begins, and that it is maintained in a safe condition throughout that tenancy.
The only way of ensuring electrical safety is to have a 'Periodic Inspection and Test' on the property. The 'Periodic' is comprehensive, detailed and thorough. It is an industry standard - to BS7671 and can be likened to an 'M.O.T' on the electrical installation. Not only will obvious signs of damage be looked for but all the properties electrical circuits, including all earth bonding, will be tested using the latest calibrated equipment. The results are presented in a high quality bound report.
This ensures that if certain electrical faults develop, the electrical supply will disconnect automatically within the specified times given in British Standard 7671, dramatically reducing the risk of electrocution, injury or fire.

• Dangerous conditions - Remedial action will be discussed at the time of testing, and if possible, rectified immediately.
In addition, B.S 7671 recommends that electrical installations are formally inspected and tested by a competent person on change of occupancy and undergo a routine inspection every twelve months
Landlords who let to students must provide the relevant college or universities accommodation office with a copy of the 'Periodic Inspection, Test and Certification' documentation to be entered on to the establishments approved accommodation lists and to comply with the 'Code of Best Practice for Student Accommodation'.
If Landlords provide any electrical appliances (cookers, kettles, toasters, washing machines, fridges, vacuum cleaners, heaters etc) as part of the tenancy, the Electrical Equipment (Safety) Regulations 1994 require them to ensure the appliances are safe to use when first supplied. Each time the property is re-let, it will be classed as supplying to that tenant for the first time. I carry out portable appliance testing (PAT) and are able to issue certificates in accordance with the IEE Code of Practice.
